Default Medical tratment in Aus

My understanding is yes, there is a reciprocal arrangement for basic
emergency care. I do not understand it to cover things "that can wait," or
ancillary expenses like repatriation.

That would be good enough for me, but that's just me....

Does the UK have a medical arrangement facility for UK citizens in
Australia please?

I intend to take a travel insurance but wondered if treatment is
available in an emergency.

Supposedly, we do. But, in the reverse situation, the doctor in Oxford
had never heard of it and charged me in full. I think it may only
apply in serious or "urgent" cases.

There may be something about reciprocity on your NHS site.
