In the US, the iPad is sold in two flavors: One with WiFi and one with
WiFi+3G.

Does the WiFi-only model actually have all the GSM phone circuitry
installed and active, requiring only the insertion of the appropriate
SIM card? Considering the difference in price, that seems unlikely.

No. Only the 3G model contains the 3G, EDGE and GPS radios, the
wifi-only one does not.

Pretty rare to find a hotel chain where Wi-Fi is not offered. Even many
of the higher end brands, which used to charge for Wi-Fi, now provide it
free if you join their free loyalty program.

Quality and speed varies widely. There are some hotels that still have
wired Ethernet, but usually that's in addition to wireless, not instead
of it.
