There is no easy way to do so, but if you can get a set of reference
steel samples tempered back incrementally, then you can do a pretty
fair approximation with a file. You won't be able to go above Rc59 or
so as the file will not touch it. I haven't tried it, but you may be
able to do it with a diamond file.
