Draconian vacation policies for US slave workers
What percentage of people in 2006 don't use the internet to access
Usenet. I predict this is a very small percentage. Consider corporate intranets. Corporations may have their onw NNTP server. Employees do not use the "internet" to access the local in-house NNTP server. But you are right. UUCP type propagation of NNTP would not be significant today.

Our NNTP server is connected to Usenet through an internet link.
