According to diplomats, the leaders approved plans late on Thursday for three new pan-European bodies to oversee banks, insurers and securities firms - one day after Washington unveiled a sweeping regulatory reform. However, agreement has only been reached on condition that the new authorities do not have the power to order governments to carry out costly bailouts of stricken financial groups.
