That's not always the case. In Northern Ireland I've encountered hire
car companies, including some well known international ones, charging
extra for collection or return at their airport locations, even if it's
the same airport.

Budget Ireland states, for example: "A standard airport surcharge of GB
Pounds £23.50 will be added to the cost when you pick up your car from
Belfast Intl. Airport."

Meanwhile Alamo includes a "Premium Location Surcharge 13.00%", which
may be common for all countries, though I haven't checked this.

The distance covered doesn't always come into calculations - or so it
seems sometimes. For a while the Irish Sea was one of the most expensive
stretches of water in the world to cross, per mile. It can come down to
simple supply and demand.

I remember a news broadcast from the early 90s about how airports in
Northern Ireland were bracing themselves one Christmas for the arrival
of some 100,000 air passengers - approaching roughly one tenth of the
population. Naturally it was one of the most expensive times to fly
there.

There's not too much of a distance difference.

Dallas-Shanghai: 7371 miles (11863 km) (6406 nautical miles)
Barcelona-Shanghai: 6123 miles (9855 km) (5321 nautical miles)

before travelling

I haven't tried it out yet, but I hear the end-to-end distance between
check-in and the furthest boarding gate at Brussels is now 4 kilometers.
That alone is worth considering.
