I don't know of any such requirement for preparing an IT project plan.

Sophistry.

Anyone who doesn't employ an expert for system design gets everything
they deserve.

Sure, but you don't have to have credentials to be an expert (something
that Europeans find hard to understand, more so than Americans).

You mean you think YOU can do it but YOU don't have any qualifications.

Who ever employed you to design large systems, and when?

I think that would apply to our NHS computer system which hasn't worked
properly for years, I'm sure they must have people with credentials,
but when you're getting your credentials sorted you're not doing a job of
work.

The big NHS computer system has been a political football for many years.

I actually applied for a job as a security manager for one of the big
trusts but withdrew my application when it became apparant that the job
was a three year contract, renewable annually, as professional scape
goat. The idea was that when the inevitable leak took place you were the
one who got sacked, but you got three years pay to go away with.

The project never actually employed any engineers in the planning phase.
It was all managemet accountants. All the technical stuff was outsourced
to BT, who weren't interested in doing anything except selling their
various data transport services.

At no point in the planning stage of the project did anyone actually
consider any medical or security aspects. At no point was any custom
desk-top considered.

Everyone was concentrating on getting the fundimng approved, getting it
privatised via a management buy-out and then making enough money to
retire when the management sold it off to the highest bidder six months
later.

The whole thing is a mess and will never work properly.

Concur, my and I colleagues who are involved in the planning and roll out
of systems watched what was happening in the NHS system project
with a mixture of disbelief and horror. It was like watching a car crash
in slow motion but being unable to do anything about it.
