Dear me, England is quite a bit more free than France then and yet
we have less road accidents so all those regulations don't add to much,
do they? If you haven't got your papers with you here you're given a
reasonable amount of time to present them to your local police station.

The insurance and license is the important stuff. France has nearly
2 million driving around without licenses. I don't know the "no
insurance" figures.

One also has to have a sticker on the car showing it has been controlled
within a certain limit, this is required every three years.

In a way I don't think this is a bad idea at all. Here in the US, it's
far too common for illegal immigrants to be driving without a valid
registration, without a valid driver's license and without any automobile
insurance. Fake identification is also a problem, but that's a different
story altogether.

I meant every three years. It is called a "controle technique"
Think for a new car the control comes after 4 years.

The controls are done are certain centers which
have no relationship with places that the cars
are worked on.

I thought Earl just said above that here in France you're also given a
reasonable amount of time to present your papers to your local police
station.
