The Lakota Sioux have withdrawn from the USA. So if you want to
visit Mount Rushmore, you'll need a passport, have to cross a border
crossing. have a visa, and be subject to the laws of the Republic of
Lakotah.

Will they get a flood of illegal aliens sneaking across the border?

I don't know about this, but the Mohawk Nation are suing NY State for
breach of treaty. They are also petitioning Governor Patterson to veto a
law that is in direct violation of a treaty between the Mohawk Nation
and the State of NY. Among other things this legislation would permit
developers to build, and/or mine on reservation land without going
through the Mohawk Tribal Council, first. The law would also permit New
York State to tax residents living on the reservation, (Mohawk sovereign
land), property tax.

Just when you'd think that relations between the many Native American
nations have improved, NY State attempts to legislate another sovereign
land. This would be like Italy trying to tax Vatican City (a Papal State
- a nation within a nation) or Switzerland trying to tax Liechtenstein.
