What is the likelihood of encountering weather-related challenges when driving
main roads between Innsbruck and Bregenz in the first week of November?

Go on the motorway and through the Arlberg tunnel, no probs. It'll be
almost certainly clear. Are you hiring a car in Innsbruck? Just ask them to
make sure it has winter tyres on it. It should have anyway.

If you go over the Arlbergpass then you may well hit some snow, although
the chances are less now they've "improved" it with all the new tunnels and
galleries. If it looks like snow, then you can go through the tunnel
anyway.
