Yes, "micro countries" (Vatican, San Marino, Liechtenstein, Monaco, Andorra)
issue their own passports. Can be a hassle in countries where not everybody
knows the intimate details about Andorran politics.


I always ask one of the co-princes to help out if I have problems.
Or the mayor of Andorra la Vella. In extreme cases, I would ask
my colleagues in the General Conuncil of the Valleys to intervene
with the Pope on my behalf. But yes, I can see it would be confusing
to an outsider.

And as I was saying only yesterday to her Majesty the Queen, I really
hate those *uc*i*g name-droppers!
