Why Lima is not hot?

I'd like to reach Lima.
I have just known in July the tempreature in Lima is 15-17 C°.
Why Lima is not so hot? On the same parallel other towns in other
countries are very hot.

When I was visiting Lima in june, there was fog every day.
It was about 17 C, people wore gloves.
Going to a small hill and few hunderds meter higher and there was
sunshine.

The reason is the cold Humboldt Current coming from the Antarctic
