But they don't have anything quite like tapas in Italy. Just thinking
about bocadillos and tortillas and patatas bravas and all kinds of
other tasty tapas washed down with some Spanish wine makes my mouth
water.

Well they do, you just have to be in the right place at the right
time. In some places in the northof Italy (particularly around
Trieste) in Summer, you may be lucky enough to come across an Osmiza,
a charming local tradition where the farmers are allowed to sell the
food they grow on the farm for 1-2 weeks of the year. You sit under
the grape vines of the farm and eat proscuitto, salami, home-made
bread, pepperoncini, olives and the like, all the while washing it
down with home-made wine or the delightful pesce con vino.

Sure, I don't think anyone is criticising Italian food, rather
praising the strengths of Spanish food.
Tapas is a Spanish strength and you find it everywhere in Spain,
I don't think this applies anywhere else.
For me Italy-France-Spain are the cultures that revere food, IMO
the guide book writer "Rick Steves" was either misquoted or
knows nothing. What book series does he write in?

NOT!

I just did my usual gig, search out the best reasonable local
restaurants on my own. It's just not the same level of general
cuisine.

What about Greece, Portugal, Croatia, Turkey? The Greeks can
definitely cook a meal. Falafel, Souvlaki, Baklava, all kinds of
salads, I love Greek food.
