As the embarkation/disembarkation point for an Eastern Europe tour, we
stayed in Le Meridien on Bayerstrasse (90 degrees across the street from
the station). Don't know what the non-group rates would be, but it was
comfortable, had decent food in-house, and was centrally located.

One thing I'd mention staying IN the Rathaus area : lots of churches. On
the hour you will hear bells tolling, so , although some of the older ones
might be cheaper, having stayed there ( behind the Heiliggeist church), I
can tell you that if an older hotel, at midnight you'll be woken up at each
church tolls its bells ( and they are not exactly in sync so might be
ringing for 3-4 minutes) CLick
