Default Princess Confirms Cruise Ship Fire Started on a Balcony

After all that happened on the Star Princess, smokers continue to dispose of
their butts over the side.

Simple solution. Designate a few public areas (away from the balconies)
as smoking areas. Establish a cigar bar for those that wish to smoke
the occasional stogie. And ban smoking everywhere else on the ship
(including ALL staterooms). Then
enforce the policy with no-warning fines that will be automatically
added to an offending passenger's bill at cruise end.

Actually there are already a bunch of smoking areas, for instance
INSIDE most rooms. The real problem would be enforcing the policy unless
someone just happens to see them.
