It looks like reasonable advice for people who share your mindset (and
that it not a criticism, just a recognition that people differ).

BUT... it would be better if people did not need the notes in English.

Well, they did say:

"I have found the French are friendly and helpful, especially if one
speaks some French. Of course, there always will be some
people who don't like tourists or foreignors. Note that speaking
some French is also useful for learning where to get a good deal"

However, in a more humorous vein, and making a similar point at the
same time, the instructions could have started with:

1) Learn French

And then all the following suggestions were in french. Kinda makes
the point and the joke all at the same time.

and were consistent. note that after dissing the 7th for price twice the
author adds

But if you're looking for a smoke-free cafe or restaurant, as I myself
greatly prefer, there is more than just Starbucks. For instance,
Columbus Cafe on St Dominique in the 7th arondissement is smoke-free and
has a machiatto for about 1.5 euros, and has free wireless

Learn lousy French, that way they revert to English.

It's always been true for me. All I have to do is say "Bonjour" and everyone
responds "Hi!". I guess that means my pronunciation is reallyreally bad...

Happiness is watching the painful expression on French visages
when they hear my French.
