For all you that think this is only a hypothetical take a look at the
itinerary above.

NCL Norwegian Pearl, May 3.

There are exceptions to the rule on repositioning cruises:


1 Los Angeles, California --- 5:00 p.m.

2 At Sea --- ---

3 San Francisco, California 8:00 a.m. 5:00 p.m.

4 At Sea --- ---

5 Astoria, Oregon 7:00 a.m. 3:00 p.m.

6 Vancouver (Canada Place), British Columbia 8:00 a.m. ---

How is this an exception? It goes from Los Angeles to Vancouver which
is in Canada (i.e. not in the USA). So it meets the PSA requirements
of not going between two US cities. There would be a penalty if you
got off in San Fran or Astoria.
