Help with travel to Kosovo

I drove around Serbia trough all eight neighbours. Route
Tallinn-Odesa-Izmail-Reni-Moldova-Galati-Bucuresti-Sofia-
Skopje-Pristina-Pec-Podgorica-Dubrovnik-Sarajevo-Budapest...

Skopje-Pristina-Belgrad was not possible. I was told
Skopje-Pristina-Skopje-Kumanovo-Bujanovac-Gnjilane-Pristina-Belgrad
would be ok, it's all about entering Serbia legally.
You can't be in Belgrad without entering Serbia.
Instead I went to Pec and Montenegro.

10 euro room ok, this kind of motels there are plenty
in Kosovo. Pec I can't remember.

Izmail Ukraina, river Donau and Romania. To the other
side only through Moldova.

The judges.

The procedure is simple. For instance in criminal slander
one makes a complaint to the police who sends the
report to the Procureur of the Republic which decides
if the case needs to be prosecuted. If so, an instruction
judge may be assigned to gather evidence. In that case
