No -- it was an oligarchy, masquerading as a republic. Even though they
had a very high-sounding constitution, there were no checks and balances
in place to enforce it.


Your definition excludes everyone but the USA.

So it is essentially meaningless.

'A Republic' is (The Oxford Dictionary says):

a state in which supreme power is held by the people and their
elected representatives, and which has an elected or nominated president
rather than a monarch.
