I met Seffies in NZ who were planning to go to Oz.
They said NZ was not as picky, and once they got their NZ
residency/passport it would let them relocate to Oz.


That's just how it happens. Kiwis spend there time ****-canning
everything Australian, and then go and live there.

that immigrants who cannot get into Oz hide out in NZ until they appear
to be Kiwis and then the Aussies let them right in.

It is also a way of avoiding Oz job restrictions based on recognised
qualifications.

Yes. Tiny in terms of population and size of economy. Landmass counts
for nothing, especially since most of it is desert.

Few people seem to appreciate this about Australia. They instead
assume they are trying to preserve a low-population paradise with
draconian immigration policies.
