Default West African multi country visa

I've heard that there is a multi country West Africa visa available
called the "visa touristique de l'entente" that will allow you into
Togo, Benin, Burkina Faso, Niger, and Ivory Coast with a single visa.
Does anyone know if this visa is still offered? Where and how can one
apply for it? Thanks.
