There was usually one at major railway stations, and public places such as malls or shopping centers, and I'm talking about major Japanese cities such as Tokyo and Kyoto. Perhpas things have changed in the meantime, as they should. I think it is only since this year that 7-eleven ATMs have started accepting international cards, so yes, things have changed for the better. The same applies to credit card use, as the situation has improved greatly compared with 5 or 10 years ago.
