On a recent trip I check two bags weighing 24 and 26 lbs, I had a laptop in
a case that weighed 8 lbs and they charged me extra to check my carry on bag
because it was 1 lb over weight.

I had the charge reversed at my destination because;

1) My camera was in the bag and their rules clearly state the camera was
exempt.

2) My toiletries were in the bag due to an unexpected overnight say due to
their incompetence (the did not have a ground crew available for our
scheduled flight and we were delayed 35 minutes getting off the plane. This
did not leave enough time to claim baggage, clear customs, recheck the
baggage again on the domestic side and shuttle to the main terminal for the
connection.) Even though I mentioned this to the baggage check employee I
was not given time to make the transfer to one of the under weight "checked
baggage".

After removing a small bag inside the carry-on the bag weighed 9 lbs, 1 lb
under the limit.

I could go on but I have already faxed of a two page letter to the carrier
venting my frustration.

Personally I think all passengers should stand on the scale with their
baggage and a net weight should be used per person including their luggage
period. If the limit is 400 lbs than the 150 lb person can have 250 lbs
luggage. If the person is 250 lbs than they can have a total of 150 lbs of
luggage before any penalties.
