Been there, done that, though not in FRA. I somehow got out of it in
Rome and had to go through security again, and barely made it to the
gate for my connecting flight before boarding was due to begin an hour
later! (Being Italy, it was another 3/4 hour before it DID begin, but
you can't rely on that)

Default Frankfurt Airport S-Bahn

It would be tight. Do you have to check in again for Budapest, or do you
have a boarding card? It can take you up to an hour after landing to
get out of the airport at FRA.
The main station at Frankfurt is right next to the red light district,
if you like that kind of ambience.
If you do take the chance and go into town, then just make sure you
GET ON THE RIGHT TRAIN to get back to the airport (sorry about having to
shout).
