cell phones in Russia

Has anybody an idea about bringing personal GSM phones to Russia? I
remember I once read that they have to be declared on entrance.

not anymore and also you can now get a pay as you go simcard which my
wife is using right now on beeline. which is so cheap. 5 cents
(everything in mobile is based in USD) for sms anywhere in the world.
5 cents to receve a call, and to call landlines is not that expensive
(can't remember the price now and she has gone to summer house fot the
weekend. The only problem from what I gather is that when you first
conect the simcard (oh the simcard cost $10 and you get $5 worth
credit) it is on a slight different tariff where the credit will time
out. On $5 it will time out after only 7 days, $10 / $20 will time
out after 30 days and $50 after 180 days. You can change the tariff
to a new one which as long as the card has some credit it will never
timeout. But I do not know the operator speak english / Italian for
my wife it made no different cause she is russian.
