Since when did MP3 software comprise part of an operating system? It is
a userspace tool.

It may have been a decade ago.

But now, it's one of the things people buy their computers to do, to
manage a digital music library.

People also buy computers to play the latest FPS or look at pr0n.
Should they too be part of the operating system?

IIRC, XP didn't license MP3 fully so out-of-the-box, you either couldn't
play MP3s or you couldn't encode in MP3.

I don't know what the situation is with Vista but people expect to be
able to play and encode MP3s when they buy a computer. If not out of
the box, then with a free application download like iTunes or WinAmp or
whatever.

I can't think of an operating system in use today that doesn't have free
MP3 software available.
