schengen visa when on Tourist Visa in UK

Hi,
My parents have come from India to UK on TOURIST visa valid for 6
months. They want to travel europe, for which they need the schengen
visa. Is it possible to get the schengen visa from UK when they are
here on Tourist visa ? I called up german embassy and they said that
you can get a schengen only from the country of your residence, which
is India in this case. I am sure there are many who fall into this
category.. is it possible to get a visa from London itself ?

Don't bother asking the question here. It's much too specific, as few
people have been in the situation. It's one for the embassies, sorry!

For German consulates, they will work for residents of their area.

However, 71.2.2 of the BMI rules for the residence act says:

Das Visum kann mit Ermächtigung der zuständigen Auslandsvertretung oder
des Auswärtigen
Amtes ausnahmsweise auch von einer anderen als der für den gewöhnlichen
Aufenthaltsort
des Ausländers zuständigen Auslandsvertretung erteilt werden.

So, London embassy may/might in exceptional cases with the consent of
the German consulate in India issue a visa for nun-UK resident Indian
citizens.

Still, you have to convince them.
