Default NO lifebuoys on upper outdoor cruise ship decks

What regulatory idiots decided that lifebuoys aren't needed on these
decks?

They tell you during the safety drills that if someone goes overboard,
you're supposed to yell, "man overboard!" then throw a lifebuoy to the
victim and call the bridge. You're supposed to do that at sea or at
port. Even when someone falls from another ship.

What type of life-saving device are you supposed to throw when nothing
is there? YOURSELF?!

If the boat is underway (moving) and you see someone go overboard and
throw some sort of life ring, it wont' be near the person in the water
unless it goes over with that person. Throwing something overboard
that floats, as soon as possible after the person goes over gives the
captain a place to start a search (datum) in case they can't see the
person in the water.

If you see someone go over, yell, "Man overboard (political
correctness be damned)," and start throwing as many things as you can
find that float, overboard. The captain can follow the trail back to
the person in the water.

By the way, US registered vessels the size of cruise ships are
required to have a certain number of floatation devises equipped with
strobe lights that activate automatically upon entry into the water
just for the man overboard scenario.

On most ships the Lido Deck where the pool is located, is at a minimum
2
to 3 stories up from the water surface. Unless an expert high diver,
wouldn't the fall kill the person who went over?

And on some, they would hit the balcony below. misterwhacko started two
identical threads minutes apart. On the other thread, a poster bothered
to look at pictures of the ship in question. He stated life rings were
visable in several shots of the upper deck.

Misteridontknowcrap pops up about every 6-8 months, usually going on
about a "bad"cruise he took in the 90's.

Perhaps. What's that got to do with someone on the Lido deck

seeing
someone fall off from a lower deck or going overboard from another
ship- and having nothing to throw him?

Please ... PLEASE ...PLEASE be heroic and jump in to save him ... !!!!
