Default Luggage locks

I know about the debate about locking luggage, but when your luggage is put on
the conveyer belt you can't see it anymore. Even with the new locks that they
can relock luggage, couldn't a security checker steal something if they have to
unlock luggage? What's the point of locking luggage? Shouldn't your
valuables, even an evening gown/shoes be put in the carryon & garment bag?

Of course you take valuables & necessities in carry on luggage or in
your pockets. FFM
