travel between 1/15 and 5/15 or 9/15 and 12/15 of each year

travel on Tue Wed Thu or Sat of each week

travel when special airfares are announced

Avoid traveling at the beginning and end of holidays.
Also, note that Saturday travel isn't light to some destinations.

I was completely confused for a while there. I assume you actually meant
15/1 to 15/5 and 15/9 to 15/12.

No, he meant exactly what he said. The point is, to get cheap air
tickets you have to achieve the impossible!
