Police and highway departments are by no means infallible. In my state, the lowest legal limit is 25mph but speed bumps are pretty common to avoid the law and are marked "20mph". Whether you need to slow up that much depends on what you are driving since they can often be driven over comfortably at 30mph in a high clearance SUV. Here in Edmonton, the speed bump usually about a foot from the curb so as not to impede drainage. The trick in crossing the bumps WITHOUT having to slow down is to simply drive so that your right wheels go near the curb where there is NO bump.
