I would have to say a good Travel Agent. Mine has always beat any price
that any consolidator could offer every time. Plus I got more options
and personalized treatment. Granted there are some lousy agents out
there. But if you find one that's good you'll go back to him/her again
and again. 8-)

that any consolidator could offer every time. Plus I got more options

8 out of the 10 times I have gotten quotes from them, they weer HIGHER.

Better to shop around with several including a regular TA.

That's wrong QUESTION to ask. The appropriate QUESTION is:
What's the optimal method for finding the cheapest/most reliable
booking place ... ?

The answer is: The "Minimax" strategy.
Compare shopping: use the one that minimizes the maximum cost.

The trouble with YOUR approach is that you're ILL-INFORMED to
judge whether your TA beats the best price.

The "best" price does NOT have to come from a "consolidator".
Many online booking agencies have their "special promotion" prices
that their clients (or potential clients) get only via email.

You covered your arse by recognizing that "there are some lousy
agents". Like Goldie who regularly spams this ng? By their own
admission, there are suckers who go back to him again and again. 8-)
There are suckers born every minute. 8^) And you can find some
of them "right c'here on this big ng shew."
