I don't know about London, but in Toronto I've certainly seen large stores open on days when they were not allowed to be. The store owners took the view that if the store turned out to be busy at such times, this proved that there was a public demand to change the law, and any fines they incurred in the meantime would be more than offset by the extra business. (And indeed the laws have been changed, twice in my memory.) This is exactly how the law got changed in England Some German shops tried the same trick and failed :-( tim |
