If I remove AT&T's SIM card or turn off the phone, all calls go to
myGoogle Voice (shudder! worse than NSA!) and I can listen to them (or
read an abysmally poor job of transcription) via internet.

Since I wasn't unlocked, I couldn't do that in Italy.
But the charges for the few calls I made were much lower than I feared.

you can, but it can still roam on voice and cause unexpected charges.
if someone happens to call you and it rings, you could be screwed.

the safest thing to do is turn off cellular completely (airplane mode)
or get a local sim (or just leave the original sim out, if it's gsm).

Since when ? While one can remove a SIM while the phone has alreayd
been turned on, my experience is that when you turn on a phone, there
must be a sim card installed otherwise it goes into emergency mode that
only lets you dil 911 or something.


My GSM/3G iPhone works fine without a SIM. When I turn it on it comes
up with a message saying "No SIM Card Installed", but it then works
quite normally using wi-fi as an internet connection.
