I have not visited enough cities to really say, but for now my top ones
would be:

1. Berlin
2. London
3. Florence
4. Paris
5. Venice/Munich tied.

Although my prefernce is for the smaller cities: Siena, Freiburg, Reims,
Goslar, Edinburgh.

Do yourself a favor and go to Luzern. It is a really beautiful city with a lot
of wonderful and people....IMHO

Were Milan in any other country than Italy, people would be flocking to
its touristic seightseeing possibilities. We are talking a place where
you have a Michelangelo Pietà, a few Renaissance important paintings, a

neoclassical villa and so many 17th century paintings that you wouldn't
be able to number them.

The problem with Milan is that it is in a country where almost every
place has its share of museums, cathedrals and villas, so it gets lost
in the cultural noise.

Perhaps you're right and I haven't visited enough places but I still

prefer
Brussels over other cities that I have visited such as Venice, Paris,
Dublin, Amsterdam, etc. To me, it's sophisticated without being
pretentious. It's not overtly touristy. It's a modern city with a

taste
of
the old.
