I live near the Arizona/Mexican border. The Mexican government has put
such high taxes on liquor that it is much less expensive to purchase
liquor in the U.S. Duty Free shops on the border, than in Mexico. This
includes Kahlua (a product of Mexico).

The only catch is that you must be escorted to the border so that they
can ascertain that you are taking it out of the U.S.. Once across the
border, you can immediately turn around and go through customs to bring
your purchases back to the U.S.. There is no time frame involved.

Same deal on cigarettes...$10 per carton duty free. Of course there are
limits (per person) as to how much you can bring back to the U.S..
