Had this coming back from the US. Though it was a doctor who needed
another doctor to sign paperwork.

One of the stewards did it. He had completeed his med school and
interning then left it all to go fly for a decade or three wit a day
job to go back to

Only a doctor can pronounce someone to be legally "dead" - however,
trained emergency personnel will know if someone is dead or not, ambos
and police do it all the time - you often hear a police officer saying
"confirm one deceased" just after they arrive at an accident, with nil
doctors and ambos present.

Wouldn't the laws about this be different in different countries?
Singaporean law != Aussie law. I'd assume that an airplane in flight
over international waters is subject to the laws and regulations of its
home country (also subject to various regulations imposed by treaty).
