Would the airline know the credit card number if the passenger paid a travel
agency?

Generally, yes. Airline tickets are a bit "special" in that regard. If you
look at a conventional airline ticket that's paid by CC, the CC number is
printed on the ticket near the bottom in a box marked "form of payment". If
you've bought the ticket in person, you actually sign one of the ATB-type
bits of cardboard as authorisation to debit. Furthermore, the TA, if one is
used, only charges the card on the airline's behalf - when your card
statement comes in, you'll see the charge levied from the *airline* and not
the TA. The airline then pays (or doesn't pay) the TA commission on the
sale. The ticket details are also transmitted to the credit card company
(if I buy a plane ticket with Amex, I see not only the airline's name and
the charge, but also the ticket number, class, and routing...)

But even so, you can use other credit cards to pick up a ticket out of a
kiosk. All it cares about is the name on the magnetic strip on the card.
If your library card had one, it might even work.

Some airlines restrict the name matching to only support specific types
of cards (e.g. AMEX, VISA, Diners, FF card, etc.) Some others probably
support any cards whose name data is per ISO banking standard, which can
indeed include some library cards.

I know some airlines in Europe currently match on number, and not on
name. I suspect that's only because their systems have everything in
place to make that number match reliable.
