He picked the car up at 3pm and told them he would be dropping back at 1pm

numbers)

So is it fair to charge for the extra time?

Yes. The rental company may have reserved the car to a different
customer at 2:00, based on his 1:00 agreed return time. 2nd customer
shows up at 2:00 to pick up his car, but there's no car available,
so he gets mad and never rents from that company again. Rental company
then charges first customer an extra day for keeping the car for longer
than he said he would, which doen't begin to compensate rental agency
for the loss of customer #2's business. Customer 1's mistake results in
a lose-lose-lose situation for all three parties.

If the original customer picked it up at 3pm and expects to return it a
week later right up to 3pm, then he should have put the return time down
as 3pm. Not 1pm.

I've noticed that. I would have expected a followup post.

If he picked the car up at 3 and said he would return it at noon but
didn't return it until 2:30, he is correct. If he returned it at 6, he
doesn't.

But if it's a weekend rental, sometimes one doesn't always get a the full 24
hours on the last day of the rental if they want to keep their weekend
discounted rated (depending on the car rental company). Some rental
agencies require one to return the car by 12:00 Noon on Monday to book the
discounted weekend rate.

As example, if the OP received a $20/day *weekend rate* for his rent-a-car
by using a pickup-time of 3:00 PM on Friday and then an 11:30 AM return time
on Monday, he would qualify for the weekend rate. If he chose at 2:30 PM
return time, then he wouldn't have qualified for the lowest weekend rate.

So it's indeed important to know what what was his pickup-up time and
drop-off time to see if he was, or was not, charged correctly.

The issue really very simple and straightforward. Once again, the issue is
1) what was the return date and time indicated on the rental agreement? and
2) what was the date and time that the car was returned? All the amount of
suppositions and hypothetical theorizing does not obviate the rental
agreement and its legal stipulations...including the return date and time.

Yeah definitely You were quoted a amount based on abiding the car by a
specific time. You alternate it after than the time you had appointed it for, and had to pay extra.
