Have you compared "0,00€ von 0 bis 20 Entfernungskilometer" with your
claim?

Of course I know about that, why should I complicate explanations???
Every km over 20km gets a tax rebate. The Germans are whingeing about
their 20km cutoff this year, which may still get rejected by the high
courts, and the point is, most countries get no rebate at all. The tax
rebate benefits high earning tax payers the most. Everyone else would be
better off with a more equal tax distribution, but don't tell that to
the popular press.

The rebate doesn't depend on fuel consumption, it's a flat rate per km..
