Please, I don't understand:
what the hell means the term "koala flats"?
(I'm talking about houses/apartments)

Default what does it mean "koala flats"?

Flats in Australia are a group of apartments.

They can be from 1 to many bedrooms and can be from single to multi story
buildings.
"Koala Flats " I suggest would be the name given to a group of flats
somewhere,
no doubt by the complex owner or original builder.
