Default Hawaii Customs stop

On returning from Hawaii the ship stops at Ensenada, Mexico. Why?

Do we go thru US customs there or San Diego?

It's because of the Passenger Services Act.

Executive summary: Unless it is a US ship with a majority of US crew
etc, a ship can't take passengers from one US port to another without
going to a foreign port in between

Your stop there will take place at dinner time if you on the Island
Princess. Everyone was in a great hurry to see what was for sale in the one
& only building on the dock. Some people (not many) opted to take one of the
two tours offered. A city & shopping tour for $20 p/p and city & folkloric
fiesta for $35 p/p. As soon as everyone saw that there wasn't much of
anything for sale they re-boarded the ship & ate dinner. I recall that they
do have a bus service for about $2 that goes down town but we weren't
interested. The stop is mandatory for all foreign flagged ships that have
visited a US port & required before going back to the mainland US.

because it's not a US registered ship, it can't take pax directly
between US ports --- they have to stop at a foreign port first.
