In America asking your bank for details on ATM card use is
pointless. The info on the newsgroups will probably be far more
accurate and useful.

And if he'd tell us the issuing bank someone here with the same bank may
have experience using a card. The only fees I've been charged are the
issuing bank, and they can be steep.

Yep. And that's what the people at the bank don't seem to be able
to tell you about.
