There are taxes in many states and cities, but it is quite rare to be able to
avoid tax unless the item was shipped out of the taxing authorities
boundaries.

At any rate, you would have to raise the issue with them.

The only place that I know of that refunds tax in this manner is New
Orleans. Only for purchases in Louisana. You need a passport and a
ticket with a final destination outside the USA and Canada.

I am sure a few other cities do that. Nothing like the VAT programs
in Canada or Europe.
