A lot of money is generated by Cannes' beaches during the Festival. So

Since the Dutch raised the level of the baeachs the temporary prefabricated beach cafes have been replaced by permanent structures.

So people that resented public beaches becoming private eateries resent even more that they are asking public authorities for money to re-build them.
