Why not? They aren't coming as tourists, they are coming to make money
for working in the US.

Its just like with journalists. I am a journalist with
an E-zine in Australia. When I am a USA/Oz dual, and the issue of I visas
are moot there, I DO lie to Customs in the other countries that require a
special journalist visas, and NOTHING has happened yet.
