Default Anybody know of an agency with no cancel fee before final payment?

I am looking for an online agency that does not charge a cancellation fee
before final payment. My problem is I have 2 cruises in mind.

One, a 7 day Alaska on the Zaandam that I will take if I go solo because of
cost.

The other is a 12 day on the Infinity to Alaska that I can only afford if
someone can go with me. I won't know until January if my friend can go.

So what I want to do is book the Zaandam, but I don't want to pay a penalty if
I switch to the Infinity in January.

Appreciate your help.....Agents can reply to this if they would like.

All the agents that I deal with do not have a cancellation penalty and I
won't deal with one that does. Now the Cruiselines ALL have a penalty if the
cruise is canceled within a certain timeframe and that you can not avoid.

Most agencies won't charge a cancellation fee if you book another cruise
instead of the one you planned on booking.
