Default Free border crossings?

I used to live in Nogales, AZ (which borders Nogales, Sonora, Mexico),
and now live in Laredo, TX (which borders Nuevo Laredo, Mexico). When
I was in Arizona, there was no fee to cross the border. Here in the
two Laredos, it's a $2.00 fee each way, which sucks up any idea one
might have of saving money on the Mexican side of the border.

Which other border cities have no fees to cross both ways? I'd like
to move, preferably to a Texas border town but I am open. Thanks for
any help.
