$3k reward for capture of gunman who killed Thailand tourists

PATTAYA, Thailand (26 Feb 2007) -- Police have offered a $3,000 reward
for the capture of the gunman who brutally gunned down two female
tourists on a beach in Pattaya.

The two women, Livbov Svirkova, 25, and Tatiana Tsimfer, 30, were
gunned down on Jomtien Beach in front of the Dragon Beach hotel on
Saturday night.

Previous reports by Thailand's state-controlled media attempted to
link the victims with prostitution and drugs, however, police have now
confirmed that both women were ordinary tourists on their first
holiday in Thailand.

Police said they were trying to find out if the victims had somehow
become involved in a conflict with Pattaya's notorious crime gangs.

Police also told CDNN that security cameras in the area confirm
reports by a hotel staff that the gunman fled the scene of the crime
on a motorcycle.

Despite multi-million dollar advertising campaigns aimed at promoting
Thailand as Asia's most attractive holiday destination, violent
attacks against foreigners have increased sharply in Pattaya, Phuket
and other popular resort areas throughout Thailand.

OK a little reality check here. There are no "ordinary" female
tourists from Russia or eastern Europe in Thailand.

ROUNDUP: Thai Police Suspect Foreign Gang In Murder Of Russians

Pattaya police suspect a foreign gang was behind the brutal slaying of
two Russian women over the weekend near the Thai beach resort city,
a senior policeman said.

Regional Police Commissioner Lieutenant General Assawin Kwanmuang
told Pattaya police Monday to follow up leads that a gang of foreigners,
particularly "The Chopper Gang," were behind the killings, reported the
Thai News Agency (TNA).

He did not provide more details on the gang. Pattaya, a popular beach
resort situated about 90 kilometres south-east of Bangkok, is notorious
for attracting foreign criminals types to its shores.

The bodies of Tatiana Tsimfer, 30, and Liubov Svirkova, 25, were found
riddled with bullets at 5 a.m. Saturday in two beach chairs on Jomtien
beach, adjacent to Pattaya.

Beach security cameras indicated that the unknown assailant was a tall
man of "indistinct nationality" who fled the scene on a motorcycle after
shooting the women with a pistol. As nothing was stolen from the two
Russians, police have ruled out robbery as a possible motive behind the
slaying.

Pattaya police have offered an award of 100,000 baht (2,777 dollars) to
anyone providing information leading to the arrest of the Russians'
killer.

It is deemed unlikely that the two Russians were involved in prostitution
or other criminal activities in Pattaya, a resort that is notorious for its
booming sex industry.

"I don't think they were prostitutes because they both had decent jobs in
Russia and it was their first time to Pattaya," said Tourism Authority of
Thailand (TAT) Pattaya Director Chaiwat Charoensuk in telephone
interview with Deutsche Prese-Agentur dpa. "It's a very strange case,"
he added.

Ironically, the Russian ambassador to Bangkok had visited Chonburi
Governor Pracha Taerat on Friday, the day before the slaying, to thank
him for providing security for the thousands of Russian tourists who visit
Pattaya every year.

Russia became Pattaya's largest overseas market last year, according to
TAT figures. Between January to June, some 274,633 Russians visited
the resort, up 38 per cent compared with the same period in 2005.

Chinese tourists came second among foreigners visiting Pattaya, with
211,866 visitors during the first six months.

An estimated 4 million foreign tourists visited Pattaya last year, making
it one of Thailand's most successful beach resorts but posing a drain on
Chonburi province's water resources and public services such as the
police.

Chaiwat warned foreign tourists to be mindful of their security and to
stay off the resort's streets during the wee hours of the morning.

"We don't want tourists to party after 3 a.m. because by that time all
the good folk have gone to bed and only the bad people have come out
to feed," he said.
