There are risks on health if you breathe the smoke of smokers in restaurants.

It can also be wink-and-nod ignored, IME, especially in rural areas and/or
those of a community nature. One of my stock lines for "how to recognize a
good Asian restaurant" is "look for the melamine countertops and blue cloud
suspended over old men with thermoses of tea, playing dominoes." It covers
about every stereotype going, but it's worked for me.
